The St Helens Graduated Response document sets out what could reasonably be expected to be available in all mainstream settings to meet the needs of children and young people without the need for an Education Health and Care needs assessment. The document sets out the types of provision and resources which could reasonably be expected to be provided from the funding made available to schools and colleges.
